Property tax rates are not a function of the county appraisal district. Tax rates are set by the governing body of each local taxing unit. The governing body consists of the school board, county commissioner or city council of each taxing unit. They are the decision makers that set their property tax rate. The Tax Assessor - Collector for each entity is responsible for calculating, billing and collecting the taxes.
Property tax rates are set in August and September of each year. Prior to this, a notice of a public hearing is published before a hearing is held about changes in the property tax rate. You may also contact the taxing unit to find out when a hearing will be held. To voice your opinion about the tax rate a property owner from the county appraisal district must attend this meeting. In reality, there is little chance to influence the decision makers. Usually, a considerable amount of preliminary work has been completed prior to the hearing that will determine the outcome. In most cases, the best chance you have to lower your property tax payment is to investigate the possibility of appealing the county appraisal district's appraised value. Another way is to take advantage of any county appraisal district exemptions that you may qualify for.
